(A) Rebates and credits. If assessments have been made on the basis of estimated costs that exceed actual costs, the Council shall determine, by ordinance, the amount of the excess and proportionately credit or rebate same, as it determines is best to the circumstances, to the benefitted properties.

(B) Deficit assessments. If assessments have been made on the basis of estimated costs that were less than actual costs, the Council may assess the property benefitted its proportionate share, after proper notice and hearing consistent with the requirements of § 154.07(A) and (B) of this chapter have occurred.
