The Council shall schedule a regular meeting at least once each month in the City at a time and at a place which it designates, and shall hold such meetings, unless the Council, by unanimous vote, a quorum being present, determines otherwise; provided always, however, that in no event may two consecutive month’s meetings be omitted. It may adopt rules for the government of its members and proceedings.
