At its first meeting after this charter takes effect and thereafter at its first meeting of each odd-numbered year, the Council shall elect a Council President from its membership. Whenever the Mayor is unable to perform the functions of office, the Council president shall act as Mayor. When acting as Mayor, the Council President may only vote once, and that vote can occur only in case of a tie.
