The term of office of each Council member in office when this charter is adopted shall continue for the term for which each was elected. At the general election in November of the year 2000, and every two years thereafter, two Council members shall be elected, each for a term of four years. At each biennial general election, the number of Council members to be elected to fill vacancies pursuant to section 28 of this charter shall also be elected.
