This subchapter shall cover the procedural aspects of public hearings, appeals and public notice of same; regarding non-legislative zone changes, non-legislative Comprehensive Plan amendments, all conditional use permits, all variances, all planed use developments and other related matters, except as provided otherwise in this chapter or by state and/or federal law.
