(A) All rates, fees, costs, connection charges, utility deposits and other expenses for utility services or related services may be established and thereafter adjusted from time to time by resolution of the City Council.

(B) Change in use.

(1) If the city finds that a customer’s use of water has changed (i.e., residential units added, conversion of residential to commercial use and the like), that customer’s base water rate and base monthly gallons shall be adjusted to reflect their change in use immediately upon the date that this change occurred or is discovered by the city. The city shall send a notice by mail to the customer upon the determination that a change or conversion has occurred.

(2) It is the responsibility of the customer to inform the city of such changes in their use. Failure of a customer to inform the city about a change in their use may result in a finding of theft of service or fraud, and could lead to additional charges or fines, as well as discontinuance of service, as applied within this subchapter.
