(A) A system development charge related to the city’s water system shall be established and may be revised by ordinance of the Council of the city. The ordinance shall set the amount of the charge and may set forth the type of permit to which the charge applies, the type of use to which it applies or the geographic area in which the charge applies.

(B) Unless otherwise exempted by the provisions of this chapter or other local or state law, the water system development charge is hereby imposed upon all development within the city, and upon all development outside the boundary of the city that connects to or otherwise uses the water facilities of the city.
