(A) All revenues derived by the water system development charge shall be segregated by accounting practices from all other revenues of the city.

(B) Expenditures from system development charge revenues shall be only for those purposes set forth in § 53.06 of this chapter.

(C) The City Manager shall provide the City Council with an annual accounting, based on the city’s fiscal year, for system development charges showing the total amount of system development charge revenues collected and the projects funded from each account.
