The City’s indebtedness may not exceed debt limits imposed by state law. A charter amendment is not required to authorize City indebtedness. No bonded indebtedness to which the taxing power of the City is pledged to secure the City’s performance thereon shall be contracted except by express consent of the voters of the City.
