(A) 

(1) A property survey shall accompany any new building permit application whose purpose is to construct a new structure, construct an addition to an existing structure, or otherwise modify the footprint of any existing structure on property within the city. No permit application will be processed or issued until such time that a survey, meeting the requirements of division (B) below, is submitted to the city for review.

(2) The requirements set forth within this section shall not apply to building permit applications where no new structure is to be built or other modification is made to the dimensions of any existing structure within the city.

(B) At a minimum, the survey shall:

(1) Be completed by a surveyor licensed and registered within the state; and

(2) Contain at least three monuments on the property, which are still existent, indicating property corners and lines.

(C) The survey required herein shall be accompanied by a plot plan showing, at a minimum:

(1) The outline of the proposed structure and any existing structure on the property;

(2) All adjacent rights-of-way;

(3) All required setbacks; and

(4) Any important geological features within or adjacent to the property, such as hillsides above 18%, riparian areas, culverts/ditches, large trees within five feet of the proposed structure and the like.

(D) 

(1) It shall be the responsibility of the applicant to place the proposed structure in the location shown on the completed plot plan. Any changes in the placement of the structure upon the property must be reviewed and approved by the city prior to construction.

(2) A violation of this section may lead to the suspension or revocation of the building permit, as well as enforcement under the city’s land use ordinances, and/or any other regulation, rule or law of the city, the county, the state or a federal agency which may have jurisdiction.
