151.02 Scope.

This chapter shall apply to:
(A) Property owners within the city on whose property now exists a building, as defined herein; and
(B) Property owners within the city who may hereinafter apply for a permit to construct or place a building, as defined herein. (Ord. 78-7, passed 06/6/1978)
