(A) Advertising may be allowed on the Nehalem Gateway signs for community events that occur within the incorporated city limits, or as the City Manager may otherwise deem appropriate within the purpose of this subchapter.

(B) Other advertisements, messages and signs not specifically related to an event, or as otherwise provided for herein, may be allowed on the Gateway signs only after approval of the City Manager. Such signs may be:

(1) “Stop and Shop in Nehalem”;

(2) “Happy Holidays”;

(3) “Support Local Merchants”; and

(4) “Congratulations Graduates” and the like.

(C) The following types of advertising and/or signs will not be allowed under any circumstance:

(1) Any advertisement or posting of a political nature (i.e., campaign and/or candidate signs; any advertisement specific to one political party or opponent; any sign promoting or rallying support for or against any ballot measure or referendum; and the like). Exception: advertisements or postings that celebrate nationally recognized holidays, events, special occasions and/or are in support of the United States, the state, the county and/or the city are exempt from this prohibition;

(2) Any advertisement or sign of a commercial or private nature not seen as a community event (i.e., yard sales; commercial sales/advertising; weddings; and the like);

(3) Any advertisement or posting that a reasonable person may determine to be disparaging of any individual or group;

(4) Any advertisement or posting that a reasonable person may find offensive or otherwise derogatory in nature; and

(5) Any advertisement or posting that the City Manager may deem inappropriate for display. (Ord. 2003-03, passed 10/13/2003)
