(A) No person shall subdivide, expedited land divide or partition an area or tract of land without compliance with the provisions of this chapter.

(B) No person shall dispose of, transfer, sell or agree, offer or negotiate to sell any lot in any subdivision with respect to which approval is required by the provisions of this chapter until such approval is obtained and the plat thereof has been acknowledged and recorded with the County Recording Office.

(C) No person may dispose of, transfer, sell or agree to sell any parcel in a major partition or a minor partition prior to approval as required by the provisions of this chapter.

(D) No person subdividing or partitioning a parcel of land shall lay out, construct, open or dedicate thereon a street, sanitary sewage disposal system, storm sewer, water supply or other improvements for public or common use unless the partitioning has received preliminary and construction plan approval pursuant to the provisions of this chapter.
