(A) It is the policy of the city that the city’s meeting hall and city park shall be made available, for appropriate and lawful uses, for civic, community and/or private use.

(B) The city does not deny access to the hall or park to any individual or group on the basis of race, religion, sex, creed, age, national origin or political view. The permitting of any individual or group to use the hall or park does not imply the endorsement of any such views or activities by the city itself.

(C) The use of the meeting hall and/or city park may be denied to a specific organization, individual or type of use based upon knowledge of the city that such groups or the uses they contemplate having will likely cause illegal activity, be against public policy or will likely not be able to comply with the provisions of this subchapter. Applicants may appeal to the City Council any decision made by the City Manager or his or her designee to deny a request for hall or park use.

(D) The city also reserves the right to terminate any use of the meeting hall or park at any time for any reason, except those specifically prohibited by state and federal law. (Ord. 2008-02, passed 06/9/2008)
