(A) The applicant is responsible for contacting the "One Call" Utility Notification Center to determine the existence and location of all underground utilities and protect the same against damage. The applicant is responsible for any damage done to any public or private property by reason of the breaking of any water mains, sewers, gas pipes, electric conduits or other utility facilities.

(B) After excavation is commenced the applicant shall proceed with diligence and expedite ail excavation work covered by his or her application, and shall promptly complete such work and restore the street to its original condition, or as near as possible, so as not to obstruct the street or travel thereon more that is reasonably necessary.
